This paper gives the annual report on the progress of developing a US National Standard. Effort in this past year has been on derivation of test details [1] and an initial test plan to validate the test. This initial test is a major lesson learned in the development of the ISO standard tests, namely it will allow for the experimental validation of key assumptions in the test procedure. Among these key assumptions to be validated are that the exposure sequence is properly described by a Poisson sequence and the role of spot size on counting rate accuracy. Our results and the impact of these results on the test procedure will be given. The next steps in the development of the standard will be discussed.
