Abstract
Industrial rooting and cluster upgrading are two important aspects in the process of industrial development. The two are closely related and interact with each other. The study will combine the current situation of the birth and exogenous aviation enterprises in the Binhai to root in the system simulation that will help upgrade and upgrade the rooting process. Through system simulation, it reveals the interrelationship between industrial rooting and industrial cluster upgrading, as well as the impact on the entire regional aviation industry.
