Abstract
This paper describes an infrared field reflectometer/emissiometer (EMIR) for field measurement of natural or man made samples of background in atmospheric windows. The data collected will be used to improve target and background data bases for more realistic IR scene generation. The measurement method is based on the comparison of luminances of a calibrated diffusing reflector and the sample under the same hemispherical irradiation and directional observation.
