Abstract
In this paper, a framework is presented to provide a new flexible mode for WebGIS services. This framework consists of three layers: Client layer, WebGIS service layer and SDI (Spatial Data Infrastructure) layer. Client layer represents WebGIS applications constructed by different organizations or companies, which integrate GIS services to solve some domain-oriented problems; WebGIS service layer is the core layer of the framework, which provides different GIS services. SDI layer is practically a data container, organizing all data in Oracle, which supports the upper two layers. We implement a prototype system according to the above framework, which gives a practical mode for public participating WebGIS.
