Abstract
The monitoring of natural disaster should appropriately deal with the relationship between city and countryside, for the two play different roles in the monitoring. With Yichang as an example, the essay argues that front-end facilities such as cameras, CCD cameras and patrol cars should be provided and observation points should be established where natural disasters are frequent and multi-leveled early warning system should be constructed by correlating the current city alarming system with monitoring system. Technically, one should perfect natural disaster information receiving system, computer auxiliary decision-making system, GPS/GIS system, visual network monitoring system, multi-media linkage command system and mobile command car system and at the same time, the relationship among different managerial levels should be appropriately dealt with, whereby to establish the integrated urban-rural early warning dynamic monitoring system against natural disasters.
