Abstract

The intention of this chapter is to formulate an embedded coder that provides better image quality at extremely low bit rates. This is an important problem in progressive transmission of large images over slow networks, image browsing, multimedia applications, compatible transcoding in a hierarchy of bit rates, and transmission over noisy channels, among other applications.
