1 March 1998 Restoration-based loop filtering in hybrid motion compensated/differential pulse code modulation/discrete cosine transform video coding

Details are presented of the proposal and development of a novel approach to loop filtering for hybrid motion compensated/ differential pulse code modulation/discrete cosine transform (MC/DpCM/ DCT) codecs that seeks to challenge the restrictions placed on the minimum achievable level of the prediction error imposed by the quality of the MC prediction reference pictures. A framework for this loop filter is presented based on the theory of projections onto convex sets (POCS), which draws on knowledge of coding distortion characteristics. This framework is intended to be most beneficial where humanly perceived coding distortions are evident in the reconstructed sequence, and therefore would be most suited for low (constant) bit-rate applications or, generally, for situations where bit-allocation mechanisms are under stress.
