Abstract
As the first driving force leading the development, technological innovation has become the strategic support of the modern economic system. Basic research and applied research have become the source of scientific and technological innovation activities, which determine the stamina of later product development and industrial upgrading. Increasing investment in R&D human and capital is an inevitable requirement for building an innovative country. The efficiency of R&D investment has become an important indicator to measure the high-quality economic development driven by scientific and technological innovation activities in innovative countries. The article is based on the perspective of innovation value chain, and then uses the DEA model to measure the efficiency of R&D investment in 31 provinces across the country, and divide the efficiency of R&D investment in various regions of our country into four types. It also gives policy recommendations based on the characteristics of the efficiency of R&D investment in each region.
