Abstract
Due to the public nature of environmental resources, information asymmetry and other reasons, the government and the green supply chain participants in the game process has the characteristics of irrational decision-making. Based on the traditional evolutionary game theory, this paper introduces emotional factors to build a hierarchical expected utility game model between the government and green participants. The results show that: under the influence of emotional factors, the game has an equilibrium solution for both parties. If and only if one party is in the emotional state, the probability that the other party can rationally predict the development of the situation will change with the change of the other party's emotion; When both parties are in emotional state, there will be a unique mixed equilibrium solution for both parties.
